The Lao Chamber of Professional Accountants and Auditors (LCPAA) is professional organization of accountants and auditors in Lao PDR under the supervision of the Ministry of Finance and plays principal roles in producing professional accountants with high quality in term of ethical and accounting and audit professional knowledge and skills for the public interest.

Established in 1998
The Lao Chamber of Professional Accountants and Auditors (LCPAA), name of which was the Lao Institute of Certified Public Accountants (LICPA) was established in 1998 by the Ministry of Finance Decision No. 0722/MoF dated 5 May 1998 pursuing the Prime Minister’s Decree No. 161/PM, dated August 26, 1996 on the establishment of Accountancy Council and Accountancy Organization. Then in 2015, it changed its name into the Lao Chamber of Professional Accountants and Auditors (LCPAA) to be in line with the provision of the Independent Audit Law 2014.

The principal mission of LCPAA is to train and produce certified public accountants, and upgrade the accounting and audit professional knowledge and capacity of professional accountants to be in line with the accounting and audit reform of the Ministry of Finance that has issued several regulations in accordance to accounting and audit international standards. These are to enable accountants to practice with high quality and be power to contribute to the national and regional sustainable economic development. Therefore, in order to enable LCPAA to carry out professional trainings in accordance to this direction, the Ministry of Finance issued Decision No. 3777/MoF dated 2 November 2015 concerning authorization to carry out professional training programs.
Based on this mission, LCPAA set up its vision for realizing its duties by ‘upgrading and maintaining accountancy profession with trustworthy quality for the public interest’. This would be done through:

LCPAA’s strategy
LCPAA still need to reform its institute based on its mission and vision of upgrading and maintaining accountancy profession with trustworthy quality for the public interest. This goal would be achieved through actions in line with international professional standards recognized by the International Federation of Accountants that LCPAA aims to be its member. Therefore, LCPAA establishes an action plan covering professional education and membership monitoring in line with IFAC Statements of Membership Obligations.
The adoption of ACCA qualification as its Lao CPA qualification and the cooperation with established professional accountancy bodies in term of capacity building are means to rapidly facilitate the enhancement of professional quality. LCPAA believes that present professional accountants would be able to accurately practice with ethics and complied with international standards for the public interest.
